While looking at the Start Page, the Downloads section should appear (with the list of downloaded files), near the Top sites, Bookmarks, and Recent history sections, according to https://bugzilla.mozilla.org/show_bug.cgi?id=747789#c0

Steps to reproduce:
1. Go to the Start Page : the Downloads section should appear

Expected results: the Downloads section should be visible (with the list of downloaded files)

Actual results: the Downloads section isn't visible

Sorry, the mockups in bug 747789 are out of date.  We removed download tiles from the start page / panel, and replaced them with a new download bar (bug 801136).
