Tested on 7/6 WinNT and Mac branch builds. 1.) Click on Edit and Preferences. What happens: Nothing.

this is apparently not a problem in the mozilla builds; can someone who *is* seeing the problem verify that they *don't* see it with a mozilla build?
also, is this being seen on the branch (and does it, therefore, need a PDT+, as sol has graciously already given?)
I'm updating my tree to reproduce this. Just looking in the console of an optimized build does not offer any clues yet. yes it is happening on an optimized branch build so it is PDT+. i have not yet checked on a trunk build.

On the branch, the javascript console says: Error: modal is not defined Source File: chrome://communicator/content/utilityOverlay.js Line: 140
The patch in http://bugzilla.mozilla.org/show_bug.cgi?id=65241 appears to have removed modal so it looks like there's another use of it somewhere.

vrfy fixed using 2001.07.06.12-branch commercial linux bit [used tarball]. will vrfy other platforms when bits are available...
vrfy fixed on Mac: able to access Preferences dialog using 2001.07.06.12-branch comm bits.
