898198 - Cutover birch to b2g-inbound

Description

There are a few things that need to be coordinated, so filing a separate bug for the cutover.

The steps are:
 1. close birch
 2. land patch for mozharness/configs/gaia_bumper/gaia_json.py to 
    default & production (will be attached here)
 3. do final merge of birch -> b2g-inbound
 4. reopen b2g-inbound

steps 1-3 completed. Waiting on r5 builders to come online from bug 897244 to reopen tree
