Inspect Element goes to Firebug if installed unless pref changed. F12 should as well.

In Firefox devtools, we should have a pref to take F12 and Inspect Element back if Firebug is installed.

FYI we were just starting a discussion about how to handle these key conflicts.[1]

As Firebug will be history with the release of Firefox 57, I WONTFIX this now.
