 DEFECT DESCRIPTION:
 Can't turn on wifi from pull down state bar
 
 REPRODUCING PROCEDURES:
 1.turn on wifi,connect a ap successful
 2.turn on/off flight mode->turn on wifi hotspot
 3.pull down state bar,can't turn on wifi->KO
 
 EXPECTED BEHAVIOUR:
 wifi should turn on normal
