Steps to reproduce:

1. Started FF.
2. Selected "Help" then "Firefox Health Report".


Actual results:

1. FF started with one tab.
2. The FF Health Report opened in a new tab.


Expected results:

1. FF starts with one tab.
2. The FF Health Report should have opened in the tab created at startup instead of creating a new (unneeded) tab to display its results in.
This bug is most likely related to Bug 883641 and other similar bugs that are in bugzilla for quite some time.
