Timezone not localized
To Reproduce:
1. Run FTU
2. Change locale to non-English locale (such as france/spanish)
3. Go to Set Date & Time page
[issue]Timezone information is not localized. Still shows "UTC+08:00 Asia/Home_Kong"

Considering Simplified Chinese will be include in V1.2 (Bug 908407), I would like to change the project flag to 'koi?'.
