We have a lot of IntelGMAX4500HD users on driver 8.15.10.1749. We should give them D3D9.
This also relaxes the XP blacklist further. This should remove a lot of our biggest chunk of users asking for WebGL and not getting it.

Let's go even lower. We've been using the 7.15.10.1666 IntelGMAX3000 driver on Vista so let's use that everywhere.

Seems like doing a triage is somewhat orthogonal to this issue -- the crashes in those bugs are where we *haven't* blocked HW accel.  Here we're unblocking more driver versions.  I guess there might be a reason to raise the blocklist versions in that list, but none of them are showing up high on the topcrashers (right?)...
