In order to help improve the ability of the socorro team to make changes in a self service fashion, we're doing the following
Migrate socorro-stage Puppet artifacts into modules/socorro/, including
* manifests
* files
* templates

As of today all of the socorro stage server node definitions are using manifests in modules/socorro/stage/
Some dev stuff that was using things in webapp still need to be worked, now that the bixie stage stuff is ready to go, I'll work on that next, in a new bug
