We're failing to tag compare-locales for 23.0.1-build2 and 24.0b3-build1, due to fallout from bug 905189. I've corrected that manually at

This disables tagging operations, turning the tag builder into a 5 second wait, so that the we can force it and downstream builders kick off. It'll get wiped out by the next release because I'm not putting it in the template.
