Attachment: "Up" & "Down" arrows constantly appearing highlighted

When using the "Search Bar", pressing on the "Next" (Down Arrow) & "Previous" (Up Arrow) will leave the states as "highlighted" once you tap on either of the buttons.

Steps to reproduce the issue:

1) Open Firefox Metro
2) Go to wikipedia.org
3) Select the "Settings" button on the Navigation App Bar and then select "Find in page"
4) Tap on the text field and you should receive the OSK, insert a word into the field (tapping on the OSK)
5) Tap on either the "Down" or "Up" arrows and you'll notice that the states will be constantly highlighted

Seems like this is only occurring when using touch and not the track pad/mouse

Current Behavior:

- The states for the "Up Arrow" & "Down Arrow" are constantly appearing highlighted when using touch

Expected Behavior:

- When users tap on the "Up Arrow" or "Down Arrow", the states will appear quickly highlight and then return to normal

This will get fixed in bug 904204, no need to triage.
