Can you confirm this is a FX 22 regression ? Also by removing the reader(patch in this bug) are we going to be back in the same state before this bug was regressed in FX22 ?

It's not a regression: we're currently shipping most of locales with a feed reader that does not exist anymore and this patch fixes one of them (Japanese).
Now I see that tracking flags were set, and I don't think we do that for l10n bugs like this one, and that's probably causing the misunderstanding.
