When you tap the URL bar on phones, the history tabs are pushed up and block nearly a full row height from view. While I realize that as soon as you start typing it goes away, it still makes for a very cramped initial experience after tapping the bar. http://cl.ly/image/131a123J1C33

Let's set the keyboard to sit 'on top' of the tabs and obscure them, rather than pushing them up the screen.

A simpler solution would probably be to hide the bottom tabs whenever the URL entry has input focus (as opposed to change the Activity's configChanges). Just not sure how clunky this will look once you hide the keyboard (with all the re-layouts involved). Something to experiment with nonetheless.

How important?  We have one more beta to take non sec-critical fixes in and it's definitely too late for speculative fixes.  This isn't a regression either so I lean towards not tracking this.

We got rid of these tabs, so we don't need to worry about this anymore.
