 DEFECT DESCRIPTION:
  When open the airplane mode,the data usage App can't open.
 
  REPRODUCING PROCEDURES:
  1、make sure the usage APP is the first time to open.
  2、turn on the airplane mode
  3、open the usage APP-->KO
  4、Turn off the airplane mode,open the usage APP,it can open it.
     Then repeat steps2、3,the usage APP can open.-->OK
  
  EXPECTED BEHAVIOUR:
  Under the airplane mode,usage APP can open correctly.

Hi,

After having a look at this issue, it is not a regression, it works like this since the beginning. It is not possible to access DataUsage app if there is no an active SIM card available in the system. So marking it as RESOLVED WORKSFORME, removing v1.3+ flag and ni to Wilfred (comms product owner) for taking this new feature into account for future releases (include it as part of the COMMS backlog).

On the other hand, please find attached an screenshot showing the message appearing now under airplane mode

We have opened a follow up bug (Bug 960500) to enhance the message shown by the application under Airplane mode scenario, just detecting it and showing a more specific message
