Additional information: Previous shortcuts are now Collections and their data is stored differently. A migrate script is required for previous versions separately.

Need to re-implement migration of shortcuts to collections for the new code base (initial collections are saved in manifest files). For any custom shortcut (experienceId different than any pre-installed collections) migration should create a homescreen collection icon on device first launch. In the case custom shortcuts exist, E.me will be loaded on init and not lazy-loaded since it is necessary for rendering a collection icon (using E.me's IconGroup and Utils modules)
