The URL https://marketplace.firefox.com/developers/test/receipts/ isn't linked up, there's no room in the nav bar left. I think we should have a thing in the top nav bar that says "Test Payments" and then a left side bar that has App Validator, Payment keys, Test receipts etc.

There are mocks in bug 860373 to add a navigational sidebar which would allow us to link to this nicely.

I added in a "standard" left navigation for payments so this page is no longer orphaned. Further issues would be addressed in bug 860373.
