910749 - [Intermittent] Downloads panel not working at all

Browser version: Firefox 26.0a1

Suddenly, the downloads panel and indicator stopped working: 
1. there was no animation when the download started
2. the panel didn't open when I clicked the indicator
3. there was no glow on the indicator when the download finished
I wasn't doing anything in particular, just downloading regular files from the internet. The issue went away after a browser restart.

This issue happened to me two times, once on Ubuntu 13.04 and once on Mac 10.7.5, with different builds (from August ~21-22). So far, I don't have reliable steps to reproduce.

It *might be* a regression in the new Downloads.jsm, since the builds I tested were using it.

If you have any suggestions on what to look for when it reproduces again, in order to help debugging, please advise.

Some things I think may be useful to try when this happens (maybe you already
tried some of them):
- Open a new window, and see if the panel works correctly there.
- Start a second download, and see if the panel then works.
- Look for errors in the Console.

No, I haven't seen it with latest versions (releases) on Ubuntu 14.04 x64 & Win7 x64
