After Bug 888052 lands every device will have a different polling interval, submission interval and backoff_intervals. Depending on the architecture the user is running they will be classified in one of the available data-reporting modes.
While this is a lot better than a simple standard schedule, there still can't be one mode to fit them all (type of architecture). Most notably in mobile devices (b2g mostly) where you have users switching between home in the weekend when they are mostly always connected to a wireless network as opposed to users who take go away for several months in a foreign country without interned access. In the first case one would want to poll (and push) as often as possible and in the later one would want a more adaptive back-off so we don't uselessly poll too frequently
