I'm not sure I consider this a bug.

If you run mozilla (double click a desktop shortcut or ...) and it gives you
mail then I think we're as correct as we should be.

If the first time you clicked on the moz tray icon you got a mail window and
the second time you clicked it we loaded a browser window many people would
file bugs complaining about this confusion (see also behavior of the navigator
button in the nc4 component bar)
Summary: [Turbo] Mozilla initally shows a browser window ignoring the start up mode specified in the preferences → double clicking Mozilla turbo icon w/ no open windows ignores startup mode pref and runs browser
[Considering timless's comment]

Presently, if a window is available and you click on the salamander
then that window is popped up. Therefore the turbo button right now
demonstrates such an anomolus (oh for a spell checker in mozilla!)
behaviour; is the mail window is minimised any 'click' then you get
the mail window, otherwise you get the browser.

Surely, if someone sets a mozilla preference to boot up with a
mail window, that is what they expect.

Really reassigning to blaker and moving to mozilla0.9.5 since there are other

See also bug 99856, "double-clicking turbo icon unmaximizes an open browser
window" (should open a new window, IMO).
Mass moving lower-priority bugs to 0.9.6 (with Blake's pre-consent) to make room
for remaining 0.9.4/eMojo bugs and MachV planning, performance and feature work.
If anyone disagrees with the new target, please let me know.
