* Description:
This problem happens on v1.2 build(M-C).
As requirement, user can change the keyboard layout via notification page.
Attaching the screenshot.
* Reproduction steps:
1. Stay on homescreen
2. Swipe down the notification bar
3. Tap change keyboard layout option
* Expected result:
User can change keyboard layout via notification page
* Actual result:
No option can change keyboard layout on notification page
* Reproduction build:(Mozilla-central-unagi-eng/2013-09-02-04-02-02)
