* Description:
  This problem happens on v1.2 build(M-C).
  If user long presses the global key to display keyboard menu and select one of keyboard layouts, the keyboard layout will stay on previous layout.
  Attaching the screenshot.

* Reproduction steps:
  1. Install third party keyboard and enable 3 keyboard layouts
  2. Launch Message app and tap
 pencil icon to add a message.
  3. Tap text field
  4. Long press the "Global" key
  5. Select a keyboard layout

* Expected result:
  The keyboard layout is switched to the selected layout

* Actual result:
  The keyboard layout still stays on previous layout

* Reproduction build:(Mozilla-central-unagi-eng/2013-09-02-04-02-02)

I cannot reproduce this case on master branch(v1.3) but still can reproduce this case on v1.2 branch.
Could I have your help to uplift this patch?
