Using trunk build 2001071704:
Steps to reproduce:
1. Open Prefs dialog and select mail/news category.
2. Click Help button in Prefs dialog. The help window opens to the correct
location within the mail/news help file.
3. Click back to Prefs dialog, and choose composer category.
4. Click Help button again. The help window comes forward, but does not
change its context to show the composer prefs help.

Changing OS to all, I see this behavior on linux and mac as well
