With regular themes, switching scrollbar styles causes scrollbars to disappear

Although bug 870941 was fixed, some themes continue to cause the scrollbars to disappear when the scrollbar style changes from regular to overlay or vice-versa. One theme that has this issue is mx4 [1]. However, other themes don't have this problem [2]. It is currently hard to tell how widespread this issue is, or if only mx4 is affected.
STR:
1. Install mx4
2. Navigate to page with scrollbars (for example http://news.google.com)
3. Open System Preferences > General
4. Switch the options of "Show scroll bars:" between "When scrolling" and "Always"
Result:
Same scrollbar artifacts as reported in bug 870941. No usable scrollbars displayed.

This seems to affect regular themes. Light-weight themes don't seem affected.
