To reproduce:
- Launch apprunner
- Select View | Character Set

Result:

Windows 98: Two arrows are drawn, one above and one below the content in this
menu, to indicate that there is content both above and below. Mouse over either
arrow, and the entire submenu becomes shorter, goes entirely grey, repaints
itself with black horizontal lines (not evenly spaced), and then refreshes to
display you the exact same menu you saw after first selecting the menu.

Expected result:

There should be no arrow at the top as the first item in the list (ISO-8859-1)
is in fact the top of the list. The down arrow, when selected, should scroll
down to show you the last item in the list.
