Steps to reproduce:
Tried to attach an attachment to a bug report here.
Actual results:
Couldn't because somebody hid the Upload button underneath a poorly designed or poorly rendered CSS page header.
Expected results:
Shouldn't have needed to hit CTRL-0 to be able to add an attachment.
To reproduce, hit CTRL+++++ and then try to add an attachment to this bug.
