On recent trunk I am getting the following message in the error console: No chrome package registered for chrome://debugqa/locale/debugQANavigatorOverlay.properties and when I open preferences window this appears in the error console: No chrome package registered for chrome://debugqa/locale/debugQAPrefsOverlay.dtd

Simple port of the m-c patch from bug 914560 which ensures that debugQA's locales are built before the XPI is created.
