The current modal is a bit confusing and it's now worse with the addition of the link to Bango's portal.
Suggestion: including the modal directly within the page with a radio select + table containing the different links.

Good idea. Attached is the mockup of the information that’s included directly in the page.
The way it works is that, when user clicks on the “Add payment accounts” link (note how there’s no more “manage” in the wording, the Bango account creation modal will appear. This is the only modal that will be used in the interface.
After addition, the list of accounts appear directly under the “Payment accounts” section.
Doing this might make the leftmost title column and “Save changes” button redundant. If so, consider removing both elements from the page.

What about turning the useless "Save changes" button into the "Add payment accounts" one?

The mockup is updated, splitting the section in two: one for account creation and for listing. What’s different this time around is the fact that accounts are clearly marked with logos and country designations.

A little update to add “Delete”, “Modify” and “Portal” links to the right of each account name.

I’d rather keep “Add payment” in the content area rather than the footer. This way, the footer will work like it does on the rest of the page: for saving changes.
If there is nothing to be saved, or if the saving is done in another interface (for example, the payment processor UI), we can simply not save the “Save Changes” button.

These were part of the developer choice changes. Then Boku happened and we did the quickest thing possible to make Boku work. Then a whole devhub redesign was suggested. So some of this got done, and some will be done in the future.
