This probably sounds like feature creep, but its worth a shot.
More and more websites are going the UA/platform sniffing route when it comes to mobile designs instead of the screen size. Responsive Mode should have an option to atleast feed the Android or Firefox OS UA to websites for testing Tablet and Phone form factors.
We're planning "device definitions" with attached UAs among other properties, so that would be one way to achieve this.
