921100 - [Homescreen] Update homescreen to default for 4 smart collections only

Per the discussion with e.me about the app grid for 1.2 on homescreen:
- default should be 4 smart collections on Screen 1 
-- Social, Games, Music, Entertainment

- there should be no other apps (outside of the dock) on Screen 1

- on screen 2 and 3, there should be no smart collections, only apps.

I am comfortable with it but please don't remove the manifest from homescreen app. So if some carrier wants to add other collections, the info will be available. Thanks

I was not able to uplift this bug to v1.2.  If this bug has dependencies which are not marked in this bug, please comment on this bug.  If this bug depends on patches that aren't approved for v1.2, we need to re-evaluate the approval.  Otherwise, if this is just a merge conflict, you might be able to resolve it with:

  git checkout v1.2
  git cherry-pick -x -m1 cf1d69561a18660d0ac0c600e597117108146801
  <RESOLVE MERGE CONFLICTS>
  git commit

Per a recent release drivers discussion, we need to hold off on uplifting this to 1.2 until we confirm a path forward post the planned e.me 1.2 status meeting tomorrow.
