Steps to reproduce:

1. Home screen of Flatfish
2. Check the carrier searching status bar on the left top corner


Actual results:

The carrier searching message keeps on even Flatfish doesn't have telephony components (no 3G module)


Expected results:

expected skip the carrier searching while the device hardware don't support.

I think after disable RIL functions by bug 920551 will solve this issue.

Confirm it worked after disabled MOZ_RIL in flatfish build
