Description: If the user reboots their phone with WiFi connected, enables airplane mode and then disables it, WiFi will not function anymore. Repro Steps: 1) Updated Buri Build ID: 20131002004001 2) Power on the phone with WiFi turned off. 3) Tap on the "Settings" icon and then tap on WiFi and connect it. 4) Back out to the main "Settings" page and toggle "Airplane" mode on. 5) Toggle "Airplane" mode off. 6) Restart the phone when WiFi reconnects. 7) Tap on the "settings" icon and enable "Airplane" mode. 8) Disable "Airplane" mode. Notice in settings that WiFi says that it is "Offline". 9) Tap on WiFi again and try to reconnect it. Actual: WiFi will keep searching and won't reconnect. Expected: WiFi reconnects without issue.
