User Story: As a user, I want to be able to access my Browser tabs via a dedicated toolbar button to provide me an easy way to multitask within Browser. Acceptance Criteria: 1. The tabs button is displayed in the toolbar as described by the UX spec. 2. The tabs button provides a way to access the open tabs view.
