Details

We should move priority, severity, platform and OS from the localconfig into the
database.

This is more consistent with milestones and versions, and means they can be
updated from the web.

It means we could retire specific values without removing them from specific
bugs, and it means we could make them product specific (I recently received a
request to be able to make platform and OS product specific).
There's a number of other things up the pike that are going to depend on this.  
Let's get it out of the way soon :)
