Summary of IRC conversation re: changing ESR users' channels:
- We can't easily modify the in-tree MAR creation scripts to include channel-prefs.js, because that would affect all products. (There's probably also a risk or downside I'm not considering when we always include the channel in the MARs...)
- The other option for changing channels is using a jump off point. Eg, all ESR users update to version X, which permanently gets served a MAR that changes the channel. Then we'd update users to the latest version from there.

Neither is really a good option. The only downside I see from a technical standpoint to keeping users on the same channel is that we have to create extra snippets. But Balrog will fix that anyways...
