Things we need to consider (or at least document):
* The stages of progression (in terms of good skills/things to practice at each stage, particularly when certain tasks will be hampered by not having level 3 commit access etc). eg: get them to follow the Bugzilla sheriffs@mozilla.bugs alias -> get them level 1 commit access so they can use buildapi -> add them to the sheriffs at m.o email list -> get them level 3 commit access -> ...
* How new sheriffs go about progressing onto the next step of the ladder.
* Ensuring any email sent to the sheriffs mailing list that can be public also gets CCed to prospective sheriffs not on the list.
