Builds fine, but most l10n repacks are timing out consistently. Investigating.

mozilla-beta l10n repacks are going green now. The cause of the problems was stage-ffxbld's compare-locales repo was missing several tags.

Just used this patch on a push of m-b to Try and Windows seems to be liking it a lot more than it does pushing m-b without this patch.
