Tested using Unagi, v1.2, Moz RIL, Gecko-e8d81ae.Gaia-2ef9bc3.
Settings -> Cellular&Data -> Network operator -> Network type -> Click on the menu to see the options: Automatic, only 2G, only 3G --> It will fail, the menu list is empty :-(

Tested in Master, Moz RIL, Gecko-981ced8.Gaia-7c5b6e7: the menu list in Network type has the three options properly displayed.
Summary: Network type values are empty in GSM device → Network type options menu is empty in GSM device
Beatriz, could you help check if the issue reproduced on other selectors? For example, the time zone selector in Date & Time panel. Just want to make sure if this is a general problem. Thanks.

You are right, this is a general problem. Region and City menus in Date&Time are empty as well.
Changing the summary to make it more general.
