Description:
The dropdown option pages throughout the system are blank when they're selected preventing the user from changing options.

Repro Steps:
1) Update Buri to Build ID: 20131028004002
2) While in the FTE navigate to the Date & Time page.
3) Select the Change button for the region and/or city and observe the options that appear.
4) Complete the FTE then launch Settings.
5) Select Display then select the button for Screen Timeout.
6) Observe the options that appear.
7) Return to Settings and select Language.
8) Select the button for the language and observe the options that appear.

Actual:
The dropdown option pages are blank throughout the system.

Expected:
The dropdown pages shown the appropriate options for the location they were launched (cities for the City options, languages for Language, etc.)
