Steps to reproduce:
1) Open a web page and wait for it to finish loading.
2) Long-press (right-click) on a link and choose "open in new tab".

Expected results: The progress bar disappears after step 1.

Actual results: The progress bar disappears after step 1 but reappears after step 2, showing progress for the new background tab.

Bug 923810 fixed the case where a tab moves to the background after it starts loading, but it did not fix the case where a tab *starts* loading in the background.  This can also cause the progress bar to move backwards, since multiple tabs can "fight" over the progress level.  This patch makes sure we update the visible progress bar styles only for the selected tab.
