+++ This bug was initially created as a clone of Bug #931348 +++

Since the MMS connection can now be disconnected at any time points (i.e. users update APN settings), we need to properly set and cancel the |disconnectTimer|:

1. Need to call |disconnectTimer.cancel()| whenever the |this.connected| is reset to disconnected.

2. Don't need to set up |disconnectTimer| if |this.connected| is already disconnected.
