After rebooting the device, homescreen app's iframe seems to get wrong size.

Hi Alive,
this patch will set orientation first then resize for the iframe. 
Tested on tablet, it works fine.
Please let me know if anything I miss.

Unclear why this would be blocking 1.2, given flatfish work is being prioritized on 1.3. We prefer not to take any unnecessary change on 1.2 at this point hence moving the nom to 1.3? here.
