Swipe two fingers upward to launch Task Manager screen shoots. 2. Terminate all Apps showing by Task Manager until exit to Home 3. Swipe two finger upward to launch Task Manager screen again. 4. See "No recent apps" message text on the screen 5. No way to exit this message until sleep/wakeup cycle (one finger upward swiping is not working) Expected results: Should be able to exit this message by "back" or "OK" dialog box.

I raise z-index of bottom panel in JS instead in zindex.css because I'm not quite sure if we'll use bottom panel for other purpose in the future (maybe haida? ).
