Once we have a publishing system we'll want to build an application that can house security announcements (only public ones, not draft ones, until/unless we go through another security review). Then we can migrate that content to sandstone and Bedrock.

Just to reinforce Justin's point, and for the record: we do not want to store draft security announcements, or anything confidential before release, in Nucleus at this point.
The technical requirements for storing confidential content are too strong for the platform Nucleus will be initially deployed on.

We've decided to manage security announcement content via a git repository (bug 1026184) instead of Nucleus.
