There is a "Reset zoom level" tooltip explaining what the button is for but perhaps we could disable the button if it's at the default zoom level. Perhaps this has already been considered.

This is a specific solution whereas that is more broad. I think it's fine to keep them both open until we know what we want to do. There are already connected via "See Also". You can make this block bug 940304 instead of you prefer?
