I notice that mail folders are listed in different orders, depending on whether
you are looking at the `Mail Folders' sidebar or at pull-down menus (e.g.,
Message -> Copy Message).  In the Mail Folders sidebar, the listing seems to be
in hierarchical alphabetical order, whereas in Message -> Copy Message (and
similar) the order appears to be in creation order.

Reproducible: Always
Steps to Reproduce:
1. Look at Mail Folders sidebar
2. Pull down Message -> Copy Message
3. Notice the difference in the order in which folders are listed

Expected Results:  I think that the order in which folders are listed ought to
be consistent, and ought to be alphabetical.
