Mail Header "To:", "Cc:" and Bcc:" sould be Top-Aligned with Recipients List

When one has long lists of recipients (must be TO: *AND* CC:), it is *very*
difficult to see which recipients belong to which type (TO: or CC: or BCC:).

Currently:
     name1, name2,
To:  name3, mane4
     name5, name6 <- was this line a "To:" or a "Cc:" ???
Cc:  name7, name8
     name9, name10

Should be:
To:  name1, name2,
     name3, mane4
Cc:  name5, name6 <- now it's clear
     name7, name8
     name9, name10

The current situation is made worse by the fact that the "To:" text sometimes
floates between two recipient lines - it's just bad the way it is now.

I've just marked bug 94131 as a duplicate of this one. It has screenshots
demonstrating the behaviour.
