This doesn't seem to affect Win32.

Summary: 'To:' widget in headers becomes centered when expanded.

Steps to Reproduce:

1.  Create a mail message with numerous recipients (I used 60 'To:' and 
15 "Cc:')
2.  View the message, and expand the 'To:' twisty.

Expected Results:

The 'To:' widget stays right underneath 'Date:' with the remaining headers 
flowing underneath.

Actual Results:

The 'To:' widget jumps to the middle (vertically) of the list of recipients 
that it holds.  

I'll attach screenshots, which shows the difference between Win32(expected?) 
and Linux/MacOS(actual?).
