User Story: As a user I want to clear my browsing history so that I can protect my privacy. Acceptance Criteria: Functionality should match existing Browser functionality unless described otherwise in UX spec. However, it should be accessible via the Settings.

The UI for this will need to move into the settings app for 1.4. The actual clearing of the places DataStore will need to happen in the system app though, so I've filed bug 949466 for that. Let's talk about how the two communicate.
