Description:
The user is able to set up Usage app ans track data usage in there, however the data usage fails to display in the utility tray.

Repro Steps:
1) Updated Buri to BuildID: 20131121040202
2) Open Usage app
3) Go through the process and set up Usage app
4) Verify data usage is displayed
5) Pull down the notification bar

Actual:
 Usage info fails to display in the utility tray

Expected:
 Usage info is displayed in the utility tray

This issue started reproducing on the 11/21/13 1.3 build.

This was fixed by backout in https://bugzilla.mozilla.org/show_bug.cgi?id=937240#c10.
