In metrofx the positioning of these elements lag behind content when scrolling. Desktop doesn't exhibit the issue. Some site examples include - http://marketwatch.com/ http://theverge.com/
Also note you can't reproduce with wheel scroll, only touch.
Is this a recent regression? I thought this was working correctly until recently.

Yes, I think you're right. This looks like probably a duplicate of bug 941050.
